"Are there any restrictions on providing sanitation services to subscribers?"

According to the Resolution No. 95 of the Cabinet of Ministers of the Republic of Uzbekistan dated February 6, 2019, "On the approval of regulatory legal acts in the field of waste management", the procedure for the provision of services for the collection and removal of solid and liquid household waste by specialized service providers in this field has been established.

Annex 1 of this Resolution approved the "Rules for the collection and removal of solid and liquid household waste."

According to the rules, sanitary cleaning companies provide services to subscribers for the removal of solid household waste — meaning organic and inorganic waste generated by the life and activities of individuals and legal entities. This includes food, plant, wood, glass, rubber, paper, plastic, textile products, packaging materials, and household items that have lost their usability, as well as sweepings and waste generated from the use of solid fuel stoves and heating boilers.

It should be noted that there is no limit to the volume of solid household waste to be removed, and the sanitary cleaning companies assigned to the territories are responsible for the quality of service provided.

The minimum frequency for the removal of solid household waste is:

Once a day from waste collection sites near multi-storey residential buildings;

Once every three days from individual residential sectors (mahallas) via a "signal" system.

It is important to emphasize that the waste removal schedule is determined in coordination with self-governing bodies of citizens. In this, it is ensured that the storage period of household waste does not exceed the time limits set by sanitary rules, norms, and hygiene standards.

The following types of waste are not classified as solid household waste and are removed separately for an agreed fee:
liquid and bulky household waste, livestock waste, construction debris, soil, waste from tree and shrub cutting, agro-technical maintenance (tree and shrub branches, leaves, pruning residues), and demolition waste (scrap from road surfaces).
